I have dry, flaky skin on my scalp, where the hair meets the forehead?

I only get it in the Fall and Winter. It doesn’t itch. It’s right where the hairline meets my forehead, and sometimes in the area around my ears. It basically looks like dry skin. If I put actual lotion on it, it looks better. But I’m sick of how dull my hair looks because of it. I use a special comb to loosen up the skin and it comes off in tiny flakes. I’m not even sure, it might be all over my scalp but all I can see is my forehead so I don’t know! I’m always subconscious about it and I hate looking in the mirror a million times to check if I’m flaking.
I’ve tried tar shampoos. Head ‘n Shoulders. Denorex. Dermesest medicated scalp treatment for psoriasis- #1 recommended)…what can I do??

Hi, Sierra- I already do put face lotion on the scalp, which makes the flakes disappear, but it makes my hair so flat and dull, I wish there was a way I could permanently stop it from happening.
Bezzy- thank you! I do wear my hair pulled back a lot, in a messy ponytail, especially at night, so I will cut back. I wish I knew how to put it in a loose braid or something!

I went through an enormous amount of stress in the past four years. I have the stress levels under control now, but I have severe dandruff. I have used Tea tree oil, Head and Shoulders and the Tar shampoo. Does anyone have any suggestions?
Could the cause (besides stress) be something I am eating?
